As president of the NC Chamber Foundation, Kelly leads the long-term policy development and strategic initiative activities to achieve the goals set in North Carolina Vision 2030. She is continually evaluating and updating Vision 2030 to reflect our state’s progress, as well as its changing landscape, and working to position the NC Chamber Foundation as a thought leader on issues that impact the future of our state. An experienced public policy expert in a host of fields, Kelly is passionate about finding strategic solutions to complex problems and enjoys building coalitions to facilitate change and achieve outcomes.

Equipped as both an in-depth policy analyst and author, Kelly has served as a policy advisor for two governors. She worked as the executive director of the NC Health Information Exchange Authority where she established the vision, mission and concrete objectives of the state’s HIE. She has also worked for UNC Health Care and as an advisor to N.C. Senate President Pro Tem Phil Berger. Prior to joining the NC Chamber team, Kelly consulted with clients to achieve strategic and policy objectives in the public policy arena and related fields.

Kelly resides in Raleigh, N.C. with her husband, Chuck, and two sons. She is active in her sons’ athletic interests at school and serves as an active board member with NeighborHealth Center, a sliding-scale primary care center that serves all people, regardless of ability to pay.
