NC Chamber Releases 2026 Legislator Impact Report, Introducing New Approach to Legislative Accountability

The NC Chamber has released its 2026 Legislator Impact Report, a new approach to highlighting legislative accomplishments, recognizing lawmakers who champion pro-growth policies, and identifying priorities for North Carolina’s economic future.

The report marks an evolution of How They Voted, the Chamber’s longstanding legislative scorecard. As more policy decisions are negotiated through budget packages, conference reports, and omnibus legislation, traditional voting records no longer capture the full picture.

“North Carolina’s business community deserves more than a scorecard that captures only a fraction of the picture,” said NC Chamber president and CEO Gary Salamido. “Our responsibility is to provide employers the context and intelligence they need to understand how policy is made, who is shaping it, and what it means for their businesses.”

The report highlights key policy victories, including the NC Chamber-led, first-in-the-nation ban on third-party litigation investment, progress on childcare and workforce challenges, protections for North Carolina’s competitive labor and tax environments, and the legislators who helped advance these priorities.

It also looks ahead to 2027, outlining opportunities to strengthen North Carolina’s competitiveness through workforce development, infrastructure investment, defense industry growth, housing solutions, and continued legal reform.

“Accountability matters as much as ever, and accuracy matters more than tradition,” Salamido said.
